Luxembourg bank account

Hi,
I was wondering whether any of you opened a bank account in Luxembourg? Since there will be charges for withdrawals and transfers if I use my Slovenian credit card, I was hoping you could give me some advice
(since you're already experts and stuff:) ) about a more suitable option.
The trainee guide mentions 3 banks, located on Parliament's premises (BCEE, BIL and Post Office), and my friend who worked as a trainee for the Commission said she opened an account at ING.
Any suggestions?
