Can anybody bring some more light in the whole matter of points and the threshold...?

My case:
"Your score was 5 point(s) below the threshold.
A ranking is established and the candidates with the highest marks (max. 40 points) are included in the Blue Book. "

It would be great if someone could clarify for what the points are given and in which amount. E.g. motivation part amounts to 1 point or from 1 to 5 points, e.t.c
As I understood, the maximum is 40, but the threshold is lower and could be 30 or 35, am I right?
