Employment opportunities after successful completion of EU traineeship

The EU Traineeship website states that in every batch about 650 trainees out of 1400+ traineeship participants will be recruited to fill job vacancies in various departments and institutions. I wish to know:

1) Are trainees who are non-EU citizens eligible to apply for the job vacancies?

2) If only some categories of jobs are opened to non-EU citizens, what are those jobs?

3) Are trainees recruited directly from the traineeship to the job, or there are job application procedures and further interviews?

Go to home page first, on the page top, find "About traineeship ", and under it, " what's in it for you" ... this age mentions 1400 places are in each traineeship batch.

Again on the page top, find " How to apply", and under it, "3-step recruitment process", this page mentions 2800 with the highest scores will be shortlisted (preselected), then down near the bottom, it mentions about 650 will be recruited.

So, logically, 20000+ applications >>>> 2800 preselected >>>> 1400 traineeship offers >>>> 650 recruited

According to the application statistics disclosed by the traineeship website, for the October 2015 traineeship, totally 20323 applications were received, of which 10096 were received from EU countries applicants and 10221 were received from non EU countries applicants.

There are 1400 traineeship places availables each year: 650-700 for the March session and 650-700 for the October session. It has nothing to do with permanent employment.

I understand, that many are under illusion that trainees would get a job offer of sorts subsequent to the training although there is a clear statement that trainees are recruited to become "EU ambassadors" and nothing else. You might want to adjust your expectations.
